The French Parliamentary Ongoing Crisis: The Dawn of a Fresh Governmental Reality

Back in October 2022, when Rishi Sunak assumed office as British prime minister, he became the fifth UK leader to take up the role in six years.

Triggered in the UK by Britain's EU exit, this signified exceptional governmental instability. So how might we describe what is occurring in France, now on its fifth premier in 24 months – three of them in the last ten months?

The current premier, the recently reappointed Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, abandoning Emmanuel Macron’s flagship pensions overhaul in exchange for support from Socialist lawmakers as the cost of his government’s survival.

But it is, at best, a temporary fix. The EU’s number two economic power is trapped in a ongoing governmental crisis, the scale of which it has not experienced for many years – possibly not since the establishment of its Fifth French Republic in 1958 – and from which there seems no easy escape.

Minority Rule

Key background: ever since Macron called an ill-advised snap general election in 2024, the nation has had a hung parliament separated into three opposing factions – the left, the far right and his own centrist coalition – none with anything close to a majority.

Simultaneously, the country faces dual debt and deficit crises: its national debt level and budget shortfall are now almost twice the EU limit, and hard constitutional deadlines to approve a 2026 budget that at least begins to rein in spending are nigh.

In this challenging environment, both Lecornu’s immediate predecessors – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were ousted by the assembly.

In mid-September, the president appointed his trusted associate Lecornu as his latest PM. But when, a little over two weeks ago, Lecornu presented his government team – which proved to be much the same as the old one – he encountered anger from both supporters and rivals.

So much so that the following day, he resigned. After just 27 days in office, Lecornu became the briefest-serving prime minister in modern French history. In a dignified speech, he blamed political intransigence, saying “party loyalties” and “certain egos” would make his job virtually unworkable.

Another twist in the tale: just hours after Lecornu’s resignation, Macron requested he remain for another 48 hours in a last-ditch effort to secure multi-party support – a mission, to put it gently, filled with challenges.

Next, two of Macron’s former PMs publicly turned on the struggling leader. Meanwhile, the far-right National Rally (RN) and radical left France Unbowed (LFI) refused to meet Lecornu, vowing to reject all future administrations unless there were snap elections.

Lecornu persisted in his duties, engaging with all willing listeners. At the conclusion of his extension, he went on TV to say he believed “a path still existed” to prevent a vote. The president’s office confirmed the president would name a fresh premier two days later.

Macron kept his promise – and on Friday reappointed Sébastien Lecornu. So this week – with Macron commenting from the wings that the country’s rival political parties were “fuelling division” and “entirely to blame for the turmoil” – was Lecornu’s critical test. Would he endure – and can he pass that vital budget?

In a high-stakes speech, the 39-year-old PM outlined his financial plans, giving the centre-left Socialist party (PS), who oppose Macron’s controversial pension changes, what they were expecting: Macron’s flagship reform would be suspended until 2027.

With the right-wing LR already on board, the Socialists said they would not back censorship votes proposed against Lecornu by the far right and radical left – meaning the administration would likely endure those votes, due on Thursday.

It is, however, by no means certain to be able to approve its €30bn austerity budget: the PS clearly stated that it would be seeking more concessions. “This,” said its leader, Olivier Faure, “is only the beginning.”

A Cultural Shift

The problem is, the more Lecornu cedes to the centre-left, the more opposition he'll face from the right. And, like the PS, the conservatives are themselves divided over how to handle the new government – certain members remain eager to bring it down.

A look at the seat numbers shows how difficult his mission – and future viability – will be. A combined 264 lawmakers from the RN, radical-left LFI, Greens, Communists and UDR seek his removal.

To achieve that, they need a majority of 288 votes in parliament – so if they can persuade just 24 of the PS’s 69 deputies or the LR’s 47 representatives (or both) to vote with them, Macron’s fifth precarious prime minister in two years is, like his predecessors, toast.

Most expect this to occur soon. Although, by an unlikely turn, the divided parliament musters collective will to pass a budget by year-end, the prospects for the government beyond that look bleak.

So is there a way out? Snap elections would be unlikely to solve the problem: polls suggest nearly all parties except the RN would see reduced representation, but there would remain no decisive majority. A new prime minister would confront identical numerical challenges.

An alternative might be for Macron himself to resign. After winning the presidential election, his replacement would disband the assembly and aim for a legislative majority in the following election. But this also remains unclear.

Surveys show the next occupant of the Elysée Palace will be Le Pen or Bardella. There is at least an strong possibility that French electorate, having elected a far-right president, might think twice about handing them control of parliament.

In the end, France may not emerge from its quagmire until its leaders acknowledge the changed landscape, which is that decisive majorities are a thing of the past, winner-takes-all no longer applies, and compromise is not synonymous with failure.

Numerous observers believe that transformation will not be possible under the country’s current constitution. “This isn't a standard political crisis, but a crise de régime” that will endure indefinitely.
